The board

The Karralika Programs Inc. Board meets at least six times per year and provides strategic direction and oversight for the organisation and CEO.

Chair, David Templeman

David has been Chief Executive Officer of the Alcohol and other Drugs Council of Australia (ADCA) since 2007 following a distinguished career with the Australian Government during which he held senior executive positions in the Department of Defence and the Attorney-General’s Department in Australia and overseas.  He has been Chair of Karralika since 2009. Some of David’s voluntary activities include: national emergency management adviser to St John Ambulance Australia, together with leadership roles in child protection and eliminating violence against women.  As CEO of ADCA, the national peak body for the alcohol and other drugs sector, David is committed to bringing together State and Territory AOD peaks, non-government organisations and many other stakeholders to consider cross-sector issues and deliver coordinated policies and statements to influence opinion in government and the community.

Deputy Chair, Darryl Perkins

Darryl has been a member of the Karralika Programs Board for 10 years now. Presently he is the deputy chair. He is a qualified Social Worker, and more recently he has gained a degree in law and runs his own law firm in the ACT and region. He has four children, and a partner who is also legally qualified. Darryl is a Major in the Australian Army Reserve, with a service history of some 25 years. He has served on a number boards governing not for profit organisations over the years.

Public Officer, Karin Macdonald

Karin was a member of the ACT Legislative Assembly for two terms before she retired to pursue family commitments. Her responsibilities during this time included
Government Whip and Chair of the Health and Disability Committee. Karin has been a member of the Board for almost three years.

Finance Director, Angelina Royle

Angelina is a Chartered Accountant with over 15 years experience, and is currently engaged as CFO of the Canberra Labor Club Group of Licensed Clubs. Angelina is concerned to see Liquor Licence holders in the ACT doing their part and working with the community to minimise harm.

Director, Allan Williams

Allan is the Regional General Manager ACT for Qantas Airways and has held senior roles with the airline in several states and overseas countries. He has a long record of board service with community service organisations, not for profits and tourism related bodies over many years. He is currently chairman of Hands Across Canberra, deputy chairman of the Canberra Convention Bureau, a board member of the Tourism Industry Council ACT, the Salvation Army Red Shield Appeal and the Carbine Club of the ACT.

Director, Marc Ablong

Marc joined the Australian Public Service in 2003 after spending the early part of his career in the private sector, in the finance industry, and other pursuits. During his employment with Defence, Marc has held positions in capital equipment & acquisition policy, international policy, military strategy, maritime capability development, Air Force long-range planning, national support, information strategy and futures, and strategic policy.  Marc was appointed to the Senior Executive Service in 2004, as Assistant Secretary Strategic Policy.  He has also served as Assistant Secretary Strategic Planning, Assistant Secretary Special Projects, Assistant Secretary Strategic Reform and Governance and Chief of Staff of the Defence White Paper Team.  He is currently Assistant Secretary Strategic Issues Management, responsible for the management of current and sensitive issues within Defence. He is a graduate of the Joint Services Staff College (1997) and the Defence and Strategic Studies Course (2002).

Director, John Cowell

John is the Corporate Governance Manager for NHCCN Limited, an NFP established under COAG to deliver national e-health services. John is a law graduate from Sydney University with 8 years of public practice in Australia and overseas specialising in Corporate Advisory and Commercial Litigation. With 10 years of post public practice experience, John has established proven expertise in international business administration and corporate governance having worked with multinational companies in Bangladesh, South Korea, UAE, China, Singapore and India. John holds professional memberships with the Australian Institute of Company Directors, Chartered Secretaries Australia and the Risk Management Institute of Australia. For the last three years, John has dedicated his Tuesday evenings as a volunteer for the Red Cross, Cross Roads program serving hot meals to those less fortunate in the Canberra community.
